Hi Ronald,
I have a few comments in section 4:
?
1: Should the name "sourcing organization" be "sourcing
organization/GOLE"? eg. STARLIGHT is a name of the change point.
2: I like the ":" separator between first and second parts. It's really
doing its work as separator.
3: In the bullet four, it sounds like we are setting a rule for the
sourcing organization/GOLE of how to setup their internal naming. I
believe our idea is using whatever the sourcing organization has internally.

Ronald,
I do think we need to be more precise in Section 4 regarding the format of
the Global ID.
So editing slightly what you presented below, how about this:
Tom,
I have put this in the document. I have changed the requirements a
little bit. The requirement says "a well-defined set" now instead of
already choosing a particular set. Section 3.3 is now saying
"sourcing organisation" instead of "sourcing GOLE". I have rewritten
section 4.
Please let me know what you think about this version.
Should I remove Lars from the author list? I have not see any
comments by him, so I do not know if he agrees with this content.
